Ms Clark said yesterday that Fonterra had been lobbying for a public recall since August 2, when company tests showed its milk powder contained melamine, the ingredient implicated in contaminated pet food linked to China that killed thousands of dogs and cats in the United States last year.
"Local authorities in China would not do it," Miss Clark said. "At a local level … I think the first inclination was to try and put a towel over it and deal with it without an official recall." Miss Clark said she first heard of the contamination on Friday, September 5, and three days later ordered that Beijing be told directly, bypassing local and provincial Chinese authorities. Central Government officials confirmed they were alerted last Monday even though Sanlu had received consumer complaints in March.
