I guess there are couple reasons why some students chose UTAS:
1. UTAS has set up some integrated programs with the Uni the students studied in China. Usually the program may include a 2-3 year study in China and then finish up the rest of study in UTAS, and at the end of the study, they will be awarded with a Bachelor degree of some sort from UTAS.
2. UTAS offers one of the most competitive tuition option among all the Australian universities. and for the first year students, it's even possible to get some scholarship. You can only dream about it if you were to study for a master by coursework degree in UNSW, USYD, ANU. in short, it's CHEAPER to study in UTAS.
3. another big attraction is that TAS is one of the remote areas, so there're bonus points for those who are planning for applying PR or TR after the study.
4. Academicly, UTAS does have its own strength in some of the faculties. I heard the phamacy, marine science are fairly good. so, that could be another reason for those who want to study here.

Your parents are RIGHT about that Hobart is not a BIG INTERNATIONAL city, can't even compared to a lot of 2ndary capital cities back in China. A lot fewer population, restaurants, shopping malls and pubs. But it's definitely NOT 30 years behind the mainland. maybe 5 years, I think.
You are also RIGHT about that this is a good place to study, for the obvious reason that Less distraction, in terms of entertainment. That's if you are NOT that into sports. Hobart is great for outdoor activity such as bushwalking, cycling, fishing and boating.
I moved down from Sydney last year. Speaking for myself, I found Hobart as a much smaller town compared to Sydney, it's quite livable.
